In all fairness the ai in every rts games pretty much cheats at the higher difficulty levels. Games such as Starcraft 2 and Company of Heroes the ai pretty much spams units it would never be able to afford instead of playing smartly. Games like Civ5 and total war are worse though. In addition to cheating every ai faction pretty much turns against you, diplomacy is pretty much thrown out the window as no matter what they will never trade with you, honor alliances or accept deals no matter how benificial it is too both sides. You pretty much just get into conflict after conflict with no end, its really boring. I think after prince diffiiculty the ai just becomes intolerable.
At least Supreme Commander 2 (and 1?) explicitly stated that the AI cheats on harder difficulties lol. (Offtopic-ish yes) Heck, they even had a difficulty called "Cheating" where the AI is literally 2x more powerful, builds units x% faster, etc, aha. Yet the AI's tactics themselves don't really seem to change...just the number of units.
Same seems to be the case with Civ, no? Other than dishonouring alliances more often, refusing to trade, etc (as mentioned in a previous post) - they just seem to ... throw more units at you.
...or am I being ignorant/missing something?
