OP, what are all your in game settings.

You know... He might be overclocking now that I think about it.

Its vram limitations. I get it occasionally with my 6850 cfx playing high settings. Mine does not drop that low but its still abrupt and hits mostly when im flying on the b2k maps.

If it helps at all here are my bios setting on a GA-990FXA-UD3

CPU Clock Ratio: x19 @ 4579MHz
CPU NB: x10 @ 2410MHz
Core Performance: Disabled
FSB: 241
HT Link Frequency: x11 @ 2651MHz
Memory Clock: x6.66 @ 1606MHz
CPU NB Vid Control: 1.3v
CPU Voltage Control: 1.375v
AMD C1E Support: Disabled
AMD C6 Support: Disabled
Virtualization: Disabled
Cool & Quiet Disabled
AMD APM Master Mode: Disabled
Hardware Thermal Control: Disabled

Idle Core Temps: 15c
Load Core Temps: 42c

Cinebench Score: 7.48

RAM timings are stock.
Make sure you disable turbo core first, save and reboot back into the bios so that your CPU voltage reads correct or you could run into some stability issues when upping the clocks.

So I have narrowed the FPS drop down to only Strike at Karkand and Gulf of Oman. The problem is not consistent and seems to happen mainly when I am spinning around fast or turning to look behind me. Turning off motion blur helps a bit. The FPS drop is very fast and recovers as fast as it appears. In every other map I have constant 60+ fps dropping to 45 at lowest when the whole team is in close quarters combat. Core temp shows the turbo core going to 3.1GHz for a second during gameplay. Also, thanks everyone for all the links on overclocking.

I'd leave motion blur off then (I have the occasional drop in other games because of it myself.)

Turbo core is something I never thought about. You might try disabling it and running at stock speeds to see if the drop goes away, although your average fps might be a bit lower. I'm leaning with the others toward vRam issues.

UPDATE: I have solved the FPS drop problem, my bios were set on power saving. I am now able to run BF3 on ultra with no problems. I did find in the bios Asus optimal mode and tried it, it overclocked all cores to 3.8GHz and I was able to play online with maxed out settings and no problems. Is it safe to use the Asus optimal mode in the bios for the small OC it provides? Or is it better to manually set a small OC to 3.8 or 4.0?

power saving? where you using the normal/easy mode to overclock instead of the advance mode?

which power saving setting did you had it on?
