With the EVGA GeForce GTX 560 Ti would I at least be able to run 2-3 screens, having the other 1 or 2 open with other windows for multitasking, chat, etc.?
Or would I even be able to use 2 to 3 screens with the 6950? Hmm... it seems that the Samsung memory is just overclocked easier? If that is all, I really find no need in overclocking the memory or is there something I'm not understanding?

Which version of the Sapphire Radeon HD 6950 2 GB DDR5 should I be getting. The 100312-2SR or the 100312-3SR, or even possibly the 100312-3L? Is it worth the extra money for what I'm doing?

I'd go with 3SR or 3L, they seem to have double fan cooling solutions. It really depends on which models you can find available somewhere.
