For the AMD CCC:
1) Right click on desktop
2) Click AMD Vision Engine Control Center
3) Click "Video Quality" under Video settings
4) Click "Other Video Settings"
5) Scroll down, click "Apply current video quality settings to Internet video"
If you want to get really hardcore, you could disable ALL of the "pretty" features - this will make Windows look like Window98. Somewhere between negligible to ~ <5% gain in performance vs. Windows Basic.
As for services to disable - check
http://blackviper.com , and go for the "Safe" settings. W7Ultimate is overkill, bet you'll find at least 10 you don't need.
I've also read that Windows Media Center or Google Chrome work best - personally idk how to get Netflix working in WMC.
Also, I haven't used Netflix much at all, so I'm not sure it's possible to lower the resolution - but if so, 720p should be fine for playing on the laptop, and it wouldn't be terrible even on a 1080p TV.
There are other nonsensical "methods" of fixing the problem, looks like a headache but supposedly the comment below the article is supposed to work.
