im pretty sure those are estimations and by no means a rule anymore considering that cameras and lenses have changed since that was most likely made up. and i dont think that focal length is the main factor that determines "what you can get" but the actual weight of the camera + lens. which in most cases the longer the focal length the more weight which means harder to hold still for longer shutter speed.
the 50 1.8 is no harder to hold for a shot at 1/30 than a 28mm prime that is also made of plastic that has more weight to it than the 50 does i bet. assuming you are in decent physical condition and dont find the camera without glass heavy and dont drink lots of caffeine
