Leave the middle one empty and use two lines, once the cooler is attached the pressure will do all the work in spreading it accordingly. Also are you reading the temps in the BIOS or in the OS, if in the OS, what software are you using?

I just reapplied with incredibly minimal three lines and I am getting the same temperatures.

Here is how I set up my TIM on my CM212+ and it works great on both my intel and AMD.

Clean the Chip off, and clean the Cooler. This part sucks because you have to clean out the TIM from in between the heat pipe's. before I seat the cooler I back off the pressure nut as much as possible(tighten after its mounted)
Once everything is clean I apply a dash. maybe 1-1.5mm thick and about 5 mm long tops.
When putting the cooler on I twist the cooler back and forth while applying pressure to "smear" the TIM around.
After a few 5 or 6 twists I get each of the screw's to catch a few threads.
Once all the screw have caught threads you can alternate tightening down screw's...I'm a mechanic so I tighten them down in an opposite pattern....its a habit lol. Not sure if its needed or not but make's me feel better lol.

Once all the the 4 mounting screws are snugged down you can tighten the pressure screw.

I have used that method every time for my cooler and had a great seat every time.

If you are positive that you have done this enough time's and know your doing it right, it could be a defective cooler. While this is rare it dose happen. your Tubes might not have been filled proper or the solder is weak when attaching the fins.

Something is really not right there . My 2500K with a Tx3 idles @ 30-35 ( 4.5 GHZ )

Even with 1.4volts, you shouldn't idle at 60C. More like 35-40. Again, as others have said use only 2 lines of thermal paste.

you could try lapping your heatsink base...Another possibility is bad solder under the cpu IHS
In which case..it'll never be right.I have had a problem like that.
destroyed the chip (which was good up to 5500 Mhz)
It had bad solder under the ihs and the chip was like a ramp
if it doesn't keep cool no matter what..rma it
tbh stock heatsink should be OK @ 4.2 ghz

Glueeater - Hope you get the problem solved. I personally, like to spread the tim onto the cpu and cover the whole thing edge to edge, rather than hope it spreads evenly.
A long time ago I read an Intel article that stated to spread the tim, then wipe it way while pressing firmly on the top of the chip. This was to fill any microvoids, then reapply with a thin layer over the whole chip. It has worked like a charm for me every time.

I would check your bios like you and others have said - you might have the setting that allows it to drop to idle turned off (can't remember the exact name).
I have installed Hyper 212's on several computers - they work much better than yours seems to be. If you have a stock cooler you could throw that on for a quick test. If the Hyper can't keep the cpu below 60, the stock one will see temps in the high 70's.

RMA will be here on Tuesday from Amazon.

I don't really feel like throwing the stock on since my case doesn't have a way to access the nuts on the back (I'm planning to just replace the actually hsf).

My luck WOULD be to get a bad cooler =/ . On the upside my chip was running fine at 4.2 stock voltage.

Is this a common occurrence? Got me worried about it…

EDIT: FOR THE RECORD, my new cooler is working much better. I just noticed my old one had a ton of defects on the bottom (lol...)

I'm sitting at 51C with my fans barely on at 4.2 Ghz. OVERCLOCK TIME!
