I honestly thought I was in the same boat as you with my Asrock. The only thing I could get it to do was the auto overclock in the bios. On a whim, I finally switched the CPU Vcore from "Fixed" to "offset" and BAM. I was at 5Ghz just like that. Apparently my Asrock board didn't like the "Fixed" CPU Vcore setting.

interesting I guess I'll look in to that after I get back up and running,

Try moving the sata plug from the hdd to a diff sata port.
And setting it to achi in the bios before you do a fresh install.
If it will not boot then it is likely your mb or hdd that failed.

same results, if I dont choose to "repair" It starts the windows flag animation for about 1 sec then stops BSOD and restarts.

0x124 = increase/decrease vcore or QPI/VTT...have to test to see which one it is
0x0A = unstable RAM/IMC, increase QPI first, if that doesn't work increase vcore
0x1E = increase vcore
0x3B = increase vcore
0xD1 = QPI/VTT, increase/decrease as necessary
0x9C = QPI/VTT most likely, but increasing vcore has helped in some instances
0x50 = RAM timings/Frequency or uncore multi unstable, increase RAM voltage or adjust QPI/VTT, or lower uncore if you're higher than 2x
0x116 = Low IOH (NB) voltage, GPU issue (most common when running multi-GPU/overclocking GPU)
0x00000109 = Not enough or too Much memory voltage
0x7E = System Drivers issue
0x24 = Disk corruption (Did you OC the PCI-E bus?)
