jaggy lines

is this normal? I never noticed that so its probably normal but recently i've been having sort of a lag or jaggy lines in counter strike source..i don't think it's a stutter but its hard to explain, i tried filming it but the camera doesn't capture it at 30fps, it kind of did at 60 but youtube brings it down to 30 so you won't see

but i've got the basic

Yes its normal i think its called tearing but it happens when your frame rate is so high your monitor cant keep up ... or something along that line

enabling v-sync doesn't change anything...even if it did i don't want v-sync...this problem is recent..i've had my computer since september...

i can't play counter strike with v-sync, impossible.

please I need some help!
