ok just to be clear:

Default BIOS

then

CPU Clock Ratio 20
CPU Host Frequency 191

Under "Voltage control":
Without VDroop
CPU Vcore 1.256
CPU VTT Voltage +100mV
CPU PLL Vcore 1.5v
IOH PLL VCore 1.275v
QPI PLL VCore 1.3v

DIMM voltage 1.65v
Memory Frequency ( 2:8 )

All this is ok?

I have QPI at 1.35v, IOH and ICH at 1.2v, and need 1.29v CPU Vcore for 4.0, you might need less though that's quite high for a 920. What you have is a good place to start, you might need to raise or be able to lower them.

Use an odd Multi as previously pointed out.
These chips been proven to clock better with it.

With your water should be able to see 4.0+ stable.
If your chip is capable.
Can turn HT off for better temps if a problem there.
I run HT on and always have. Its an extra feature but not widely used right now.

Should I turn HT off - and turn CPU Clock Ratio to 21?
What if I can not turn it up to 21, should I go down to 19? And have CPU Host frequency to 191?
