Ok Asus P9X79 Deluxe

Intel CPU Core i7 3930K (C2)

What im trying to find out is are you better going 1600 Ram with LOWER latencies or going 1800/1866 Ram with higher latencies whats better ????

This Anandtech review may answer your question. From what I read, it doesn't really make a difference in everyday-use programs. It's a matter of a few seconds. Even further, you need to clock your RAM to go at those speeds, either by using the Xtreme Memory Profiles, or by setting your own,
But generally it goes so for Intel CPU's: Lower latencies is better performance. It still needs to be stable though.

So im better with The 1600 Ram at 8-8-8-24 then

It's a safe choice, but before you choose check out this review of some Samsung 11-11-11-24 RAM blocks. They are really energy efficient and overclock really well! This is just to give a broader perspective to how different RAM behave.
