Laptop is unable to boot

Okay so i have this Acer laptop and when i turn it on, it says "Windows is loading files..." and then shows a screen that says:

'System Recovery Options'
  • 'Select a language'
  • 'Select a keyboard layout'

so i enter the information and then it starts 'Startup Repair' and it always fails

Startup Repair cannot repair this computer automatically

it shows me a error report saying

"Session details
System Disk = \Device\Harddisk0

Number of root causes = 1

Blah blah blah...

Root cause found :
Boot configuration is corrupt

Repair action: partition table repair
Result: Failed. Error code = 0x490

and if i press Finish it shuts down
However if i press "View advanced options for system recovery and support" it says:

Choose a recovery tool
Operating system: Microsft Windows Vista on (C:) ACER
  • Startup Repair
  • System Restore
  • Windows Complete PC Restore
  • Windows Memory Diagnostic Tool
  • Command Prompt
  • Recovery management powered by Acer

Ive tried 'System Restore' but no restore points were made

Ive tried upgrading it with a windows 7 cd, but it just says:

First of all you cannot do a clean install with a stand alone upgrade disk.
You will need a Windows 7 OEM or you can download windows 7 from Microsoft, create a boot disk, and use the key on the MS sticker on your laptop.
