Lesser voltage means lesser heat, so its not exactly the same in proportion to the SB. Although I think that you're somewhat right. They might lower the beneficial voltage of the IB to 1.2\1.3. But it will still beat the SB in both heat and power consumption.

Why would they drop the VRM design to like 9 or 8 from 16 or 12? Is it because it doesn't need as much juice to work? Or to cut cost? I know this is Ivy Bridge and not Sandy Bridge whats up with that? Just curious

As you said, it doesnt need as much juice as sandy does. However mobo manufacturers will likely have beefier vrm designs on their overclocking boards, something around current ones.
