Ok ive just finished a new build as i sold my old rig about a year ago and decided i wanted to play some games on pc again here is my build
phenom II x4 960t
asus m5a78l-m lx v2
xfx Pro 550w
Gtx 460 768mb
4gb ddr3
win 7 32bit
ok i did a fresh install of win 7 updated all drivers
installed a few games namley
skyrim
saints row 3rd
dead island
WoW
and in every single game no exceptions it stutters well not really stutters but more frame skips every second when i run forward/backward if i watch the surroundings you can clearly see it jittering along its like it shows 1 frame skips 1 frame non stop though its really annoying i have stress tested cpu/gpu/ram and no problems the only thing is in WoW it does stop for about 5mins every now and then but all always starts again....
any suggestions would be great

oh and i have tried all the games on lowest/highest settings different screen res's and nothing changes it..
