Old GeForce 6600 - Rig won't boot up

I'm hoping someone could help me troubleshoot this problem my friend is having

He had an old GeForce 6600 video card (very old, I know) laying around, and he wanted to try to drop it into his current CPU that is currently using onboard graphics. He has had the CPU for a couple years now (AMD Athlon Dual core 2.3ghz processor), and was hoping he could run his old GPU on it.

We dropped the GPU into the PCI-E x16 slot and plugged the VGA chord into the card, and when we booted up, the computer would not turn on. There was a couple long beeps out of the motherboard, and no signal would go to the monitor. The computer didn't even seem to be firing up, the fan on the CPU was spinning but the computer def wasn't loading into even the default boot screen.

Once we took the card out and plugged the VGA back into the MOBO the computer boots up fine and all is well. I tried going into his bios and even changed the Video Display primary boot device to the PCI-E x16 slot, but that didn't work either. There doesn't seem to be any connectors on the GPU chip to plug into the PSU anywhere, I just assumed the card would run off the power supply through the MOBO.

Does anyone know what could be the problem? Could it possibly be that the GPU card is just dead? Sorry for the n00bness of my question, and hopefully I have come to the correct part of the OC forums for this question (if not please direct me elsewhere).

try taking the plastic/fans off the card and bake just the pcb in the oven for 400 degrees for 20 minutes then let it set overnight without touching it.

If that doesnt help it, then its dead.

20 min is too long I say 10 maybe 15 min at 400°
