Need some info about GPU fittement.

Alright I have a mini ITX case that has 9.75" of space from the front to the back. The outward facing lip that holds the graphics card into place sticks out another 0.25". When people measure the gpu and post the measurements of length on a review site do they measure from the back to the lip or do they just measure the pcb length? I'm thinking of upgrading my GPU and I'm thinking of going with a 6850 which is around 9" according to most review sites. Also is there any type of pci-e 6 pin power "L" shaped connector?

As you already have the case, so your own measurement for the graphics card clearance should be more accurate than the number (240mm) given by Lian Li's website.

 

For a reference HD6870, the length is slightly more than 248mm which is from the outside of the card's PCI slot bracket to the end of the shroud (with PCIE connectors on the top side). I think this will not fit into Lian Li PC-Q11A due to its length.

Perhaps the best bet for fitting a HD6850 is to get the shortest (ie XFX's version) which is 8.66'' / 220mm long.
