My 2700k is @ 4.7 GHz. When i idle it's somwhere at 1.0v but spikes to 1.37 randomly for a few seconds and then back down to 1.0v.
Does it have anything to LLC? I have LLC on regular and phase and duty control at extreme

At level 2, PLL OV "off" and low offset my VCore was all over the place at partial load, and I had a couple BSODs while web browsing.

Leve 3, PLL OV "on" and higher offset it's been on for 2 days no prob, much more stable load VCore, I'm pretty happy with it.

that's normal bro that's EIST and C1E at work the turbo voltage is going up along with the clock speed in your case 1.6-4.7Ghz and 1-1.37v load

So it's normal even if I idle? I just leave HWMonitor on and check the vcore without doing anything and notices that the vcore jumps to 1.37 sometimes and then quickly back down

if it goes up and down you have something running in the background like anti virus or some type of app,etc
EDIT ; if it only happens once in awhile for split second you have nothing to worry about it

I was asked to show my settings for GA-Z77X-UD5H / 3770K x45 overclock. These boards are very flexible compared to earlier platforms, and I will post screenshots of stable x45 overclocks (stable >12 hours for me in Prime 95 with 90% memory used)

Here's another x45 overclock. I had the power and current settings bumped up, probably unnecessary and I'm just used to my Z68 requiring more power than Auto delivers.
So what this should show you is that using DVID offset is a very flexible way to OC. The board will try to add the voltage the cpu needs, but just needs a little guidance so as not to add more voltage than needed, thus helping keep heat down. (which is good idea for IB cpu).
These boards are so easy to get a x45 overclock it makes me want to pound my Z68. But once you start going higher than x45 the cpu will start demanding voltage at a higher rate.

The DVID offset is a very flexible number, and what you need will be determined by your cpu/mobo. Used in concert with LLC there are a variety of settings you could use, it's just up to you to find whats optimal for your combo.
The Gigabyte boards at this time don't have a way to turn off CPU PLL overvoltage, and I found the lower I go on DVID the higher I had to go on CPU PLL. Otherwise the board will try hard to make up any vcore the cpu needs.
