Ok, you can get a very good Intel system (if you're willing to go down that route, I did and it's very good).

Try this:

Whatever cheap sandy bridge LGA1155 CPU you want.
4-8GB of either G.Skill RipJawsX, Kingston HyperX or Corsair Vengence 1600MHz RAM.
1TB either Seagate Barracuda or a WD Black/Blue.

If he really gets into it, the board will support Ivy Bridge, and a second GPU in CrossfireX, so it's a great
starting board. Overclocking works well to if he ever wants to, do good room for improvement.

EDIT: 1600MHz RAM isn't super necessary if it's too budget hungry, and the HDDs are just suggestions, there are cheaper ones to be had for sure thumb.gif
