I have never seen a single distro that was ONLY available via torrent. Not in the last few years. If it was, it would have to be a pile of garbage for no one to want to host it some where. And why bother with a torrent that you have no clue who has modified it when you can download it directly from the author(s)? Torrents used to be faster speed-wise and I guess they still can be, but we aren't talking days quicker...hours at the absolute most, but most likely minutes.
With all the mod hosting sites these days there is really getting less and less reasons for torrent trackers to exist at all. They only thing really left that I can think of is underground music and small time bands that put their music out for the world to have and there are far better mediums for them to use if they were to only look for them.
So I think the excuse that torrents are needed for "legal reasons" is holding less and less weight these days.
