I've been using Yate Lows for my case fans, and Highs for my rad (soon to be swapping for mediums on the rad). Honestly, they're by far my favorite bang for the buck fan. And for just case airflow fans, the Lows are plenty...and they're absolutely silent (I can't hear them one bit at all).

I am not familiar with every 140mm option but I am familiar with many, and the Yate Loons are the only ones I know of that match your stated criteria.
