So right now i don't have a relay and whenever i plug the power cord in the psu turns on but the led doesn't light up (it's a mean well) and the tec does nothing, but when i disconnect the tec the light comes on. When i first plugged it in it worked just fine, now nothing, any advise?

Check your TEC for shorts or other electrical problems. What PSU are you using as an aux?

the power consuption on the tec would be 35v*20a = 700 watts which is over your 600watt meanwell.. I'm guessing your power supply is inadequate for the tec.

Try turning down your voltage on the meanwell, there should be a pot that will lower the voltage to around ~24volts

or the tec is bad

One of the corners of the tec is chipped, could that be causing problems?
