Phase change chiller

I am thinking about trying a water chiller. My adventure into TEC cooling is feeling like a huge money pit, especially considering i want 24/7 sub zero or at least as close to it as i can get. My first question is what temps could i expect to get with a good chiller? And second, would anyone be willing to sell me a chiller (pm me the price), i'd like to try to build my own but don't have time now that lacrosse is started.
