Wait a minute, isn't this a good thing?
I'm confused.

Yes, and No

Yes is a good thing if you not a heavy user, if you only going online for email, simple browser surfing (no streaming video), then tiered connection would definity save you money (ex: 10GB for $10/mo compare to $100/mo for unlimited

And No if you're a heavy user, you may see price increase in unlimited tier, instead of $50/mo now for unlimited, you may get an email from TWC that next month will be $80/mo.

There is up and down side of this.. i just started being a average netflix user (HQ video) (~4-6hr of video a day) From Feb 1 to Feb 28, i ate up 206GB already, and last month 240GB

so those type of Bandwidth required an unlimited services, and tiered connection wont do me good. and so will price increase on unlimited tier

Like other people say, Is good if they keep the price where they at now for unlimited, is bad if they change it. but we will never know how will it turns out

Look at what happened to pricing for mobile data plans in USA.

If they want to bill based on the amount of use they should do it like any utility and charge X$/GB. You don't pay the electric company money to use up to X kWh a month and then pay more when you go over.

tiered data caps =/= usage based billing.

Edit: apparently time warner isn't implementing a true "usage based billing" system, they are basically copying the cell phone providers with a monthly cap, and THEN moving to usage based. 5GB is not nearly enough, this is not a good thing and i am no longer confused. $1/GB is reasonable, but not when you are already paying $45 for the first 5GB.

except that for most homes there is no difference in the power you are receiving or how you use it.
Internet has many more factors that need to be taken into account, so they shouldnt be that easy to compare.

Where I live the electric company has 4 tiers of charges based on kw/hr. Lets say the first tier is 8 cents kw/hr, and the next is 10 cents kw/hr. If you use two extra hours they would charge you two extra hours worth at the 10 cents kw/hr. So yes, you do pay more when you go over. At least in Southern Cali
