Its certainly possible that it could be your motherboard, but it seems unlikely that ASRocks Fatality board would have such a handicap.
Ive never used an ASRock board, but if you can save your current profile, try to set everything to default. Then, only: set your ram to 1066mhz 9-9-9-27 voltage "auto". CPU vcore to 1.35, and multiplier at 43.
Just to make sure you dont have something somewhere that could be restricting your overclock.
