We saw videos of that same gun shooting at the same lab like 1 or 2 years ago. Believe me, this wasn't the first time the Navy has shot a rail gun.

I would imagine that the actual projectile is still being developed too. Now they have more of an idea of what the "weaponized" gun can do they can better design a projectile to suit. It should be interesting, I wonder what the acceleration is like compared to a conventional gun. Even though it achieves a higher muzzle velocity it could be lower, as the projectile is accelerated evenly as it travels down the barrel.

As far as overshooting the horizon goes, why not use guided projectiles? They already have them, shouldn't be too hard to adapt so they can survive the EM field.

What do you mean by unstable? If the projectile was conical, then it would probably fly very far, and probably penetrate any object in its path. It's a test projectile, it is made to make sure the device fires, not to see how far the device can shoot or what damage it can do, as they are probably already aware of the damage it can deal.

If I recall correctly the reason for these is predominantly to replace missiles. A single tomahawk missile (just as an example) costs ~600k. An accurate rail gun which can fire from a similar range, can do so less expensively and more frequently, while reaching the target in less time. The energy constraints alone probably mean you're not going to see these things on tanks, or just about anywhere but nuclear-powered naval ships. But now they just have to get the thing accurate from a few hundred miles out. ...and that pesky task of making it so the munitions don't weld themselves to the barrel on a misfire... and they can bomb whichever autocracy they want on the cheap :/.
