What is up with my temps?

i have a Noctua DH-14 and im getting these temps. I feel like these are a bit high for stock.

is that at idle or under full load? ambients?

we are going to need some more info to be able to tell you if they are high or not

too high re-set tim and heatsink...

you have to spread TIM on heatsink or push the tim with heatsink´s weight

i tried re-seating the cooler by using the weight of the cooler to spread it around, and using a card to get a thin layer across the whole cpu. additionaly, i am in a dorm room where the ambiant temp is around 70 degrees F. i am beginning to wonder if dust could be the issue but i didnt think dust would raise temps that much?

are those fan speeds normal for a nuctua dh-14? i have a freezer pro 7 (think the fan is smaller,) goung at around 1800 rpms. also how are your fanspeeds controlled/regulated
