Thousands of troops don't know how to use proxies then.

As a former Marine I can only suggest this one small thing...... use a proxy....ping or lag should not affect the ability to use one at all.

I do believe they mean a VPN. I'm using HMA! Pro at the moment but obviously, not everybody needs/wants a paid VPN service and I've definitely seen/used a few limited free ones that are kicking around to get the job done for you.
