AMD "cpu" downclocking, need help!

Hello,

My cpu seems to be losing speed/downclocking itself. I've checked everything I know to check, any still have no idea why it doesnt perform at its stock speed all the time.

i've taken screenshots of my bios, and a video to show how it goes down in speed constantly.

here are my computer specs:

CPU Typ: QuadCore AMD Athlon II X4 640, 3000 MHz (15 x 200)
Motherboard Name: GA-880GA-UD3H - Bios Ver. F7
Memory: 8192 MB (DDR3 SDRAM)
OS: Microsoft Windows 7 Home Premium 64 bit
NVIDIA GeForce GTX 285 (1024 MB)

When not under load, it will throttle to save power and reduce heat generated, it's called Cool n' Quiet you can disable it in your motherboard if you choose too, but run prime95, and watch the frequency jump right to where is should be?

C&Q is already disable and the cpu working on 95% - 100%

Check your OS under advanced power options - processor, you can disable software based throttling there. I have also seen where setting a manual and not offset or auto CPU voltage will fix it as well, if C6, C1E and CnQ are already disabled.

check temps as well, auto throttle will kick in if you are exceeding max temps.

Usually when it throttles down, it just lowers the multiplier. Maybe you should lower the multiplier and up the FSB.

a C6 setting i dont have in my bios or i cant found it, can you see the option in my bios pic's ?

and in the vid at 1:20 you can see the cpu temp dosent go over 45 °C on 95% - 100%

I didn't watch the video, Youtube is blocked at work. sometimes C6 option will not show until you turn on C1E. Then turn off C6 and C1E. also set a manual not auto or offset voltage and look in power optiosn of the OS.
