Need Help with Msi X48C Platinum memory settings and voltages

I am having a problem with my Msi x48c Platinum, i can not get the ram setting right in order to obtain a stable frequency. all it does is go into a boot loop until i reset the bios.

i have to manually input all settings on this x48c, any idea how i can optimize the advance timing settings twr,twtr,trrd,trtp.

right now i have it

1362MHz
dram voltage 1.63v
CONFIGURE DRAM TIMING BY SPD......... DISABLED
DRAM CAS# LATENCY............................ 7 DRAM CLOCKS
DRAM RAS# TO CAS# DELAY................. 7 DRAM CLOCKS
DRAM RAS# PRECHARGE....................... 7 DRAM CLOCKS
DRAM RAS# ACTIVATE TO PRECHAR....... 21 DRAM CLOCKS
DRAM TRFC................................... ......... 88 DRAM CLOCKS
DRAM TWR.................................... ......... 12 DRAM CLOCKS
DRAM TWTR................................... ........ 12 DRAM CLOCKS
DRAM TRRD................................... ........ 12 DRAM CLOCKS
DRAM TRTP................................... ......... 12 DRAM CLOCKS
MCH READ DELAY(TRD).......................... 14 DRAM CLOCKS
1N/2N MEMORY TIMING........................... 2N

ran memtest one complete pass without any errors, and it booted up to windows with no problem. but everything still seems slow in windows.

I'm betting that your CPU is the issue. Considering that the board isn't listed as supporting any Xeons, I'm surprised it is booting at all with that X3220 installed.
