Exactly. Plus boot time will pretty much never impact a persons user experience with a device. Also just like computers most people leave their smart phones on all the time and charge them before they turn off.
While it is true that boot time in a vacuum (not looking at anything else) is fairly useless for comparing real world usability, there still is that little fact that WP7 phones also happen to be FAST in the normal OS as well, faster than iOS or Android, IMO.
I am running CM9 (ICS) on a G2x and it is fast, faster than my room mates iPhone 4. However, my friend has an older HTC Windows Phone, running WP7.5, and it is REALLY fast. It's easily on par with my phone, if not maybe a little faster. I can only imagine how fast it must be on the Nokia Lumia 900 (still only a single core device!!).
