I would substitute the 8GB of 1333 ram and buy 4GB of 1600+ ram. From the usage you say this is going to see 4gb is quite fine. I am a moderate gamer using window 7 Ultimate. I have never seen myself use more than 2gb of ram, ever.

HDD prices skyrocketed since the flood and the prices havent gone down yet. If he gets a bad HDD he can always just return it since it is a drive down the street

Yeah Im a bit surprised at current HDD prices. I remember getting the 1.5TB i have in my comp atm for ~70. No matter, I think Ill go the Refurbished route on this one. Stress test it the first week, if it survives, coolio, if not, returnio.
