What's the best upgrade?

So I'm selling my brother my wife's old gaming rig which is a HP prebuilt and it bottlenecks the 560ti I got for the pc(had a 5770 and was great for her). I'm not sure what to recommend as an upgrade. The pc specs are

AMD Athlon 2 x4 2.8ghz 630 cpu
1tb hdd
6gb 1333 ram
Win 7 64bit
560ti 1gbvram
Corsiar TX650 psu
mobo is a AM3 125w stock hp

He really wants to spend as little as possible, but also be able to upgrade later. I wasn't sure if a mobo to over clock the current cpu(AM3+ for upgrading), or a new cpu(Phenom 2 X4 975 or around there) would be a better upgrade. The OS on the system I have used a program to get the license key for, but not sure if it would work on a new mobo as I have never tied. I have 2 copies of win 7 and could use my discs for the install(if I was to get a new mobo for him), but then enter his key. Would that wor

I am open to all suggestions including Intel, but generally AMD is a much better solution when trying to save money. Just trying to get him the performance that a 560ti-HD 6970(might sell him mine in the future) wont be bottlenecked. He has said he never wants to sli-crossfire.

Don't count out an i3-2100 based system. If you look around on the Internet, you'll find that the i3 is actually one of the best budget performers, and more than holds its own with comparably priced AMD processors:

However, a new mobo and CPU is going to cost around $175. If you go just the CPU route, then you could get a new Phenom II X4 (http://www.newegg.com/Product/Product.aspx?Item=N82E16819103923) for less about $25 less. You won't be able to OC, but at stock it's still a fine CPU.

Ya that what I was thinking and the OEM version is only $139.99. But what can the current cpu be oc'ed to with a different mobo ?

As for the 2100 system, lol thats what Im building my wife until ivybridge comes out. Cant wait to see how it plays games.

I had that CPU on my last rig I built(Not sure the exact # but im pretty sure that is the one I had.) I had it rolling 3.0ghz quite easily with the stock cooler and hardly any volts. So with a new MoBO you can easily crank that CPU up. But, the L3 cache in the Phenom would do better in the long run. Either way your going to spend about the same money and you can get a Phenom II 955 BE or something of the like for $100 which runs 3.2ghz and has all the bells and whistles.

Is there any difference between the 955 BE and the 975 BE other that the factory OC? The "bells and whistles" include an unlocked multiplier, but anything els? I know with the SB chips the K chips are the only ones you can get a nice overclock on, but I don't know much about the AMD chips. How much better are the BE chips that a non-BE chip?

They really arent. It just is easier to Overclock with a BE CPU. I was recommending the Phenom more for the L3 cache they have than for the OC abilities. Because my PSU is cheap I chose to avoid overclocking on this current rig, that and it was plenty fast enough for whatever I was doing.

He already has a 2.8ghz chip and 3.0ghz is barely faster, for $15 more is the 975 BE is a better chip? Or is there a huge performance difference between a 2.8ghz athlon2 X4 and a 3.0 Phenom 2 X4?
