FPS issues

Perhaps I'm just missing something simple, but I'll be damned if I can figure out why my FPS aren't better.

Game: RIFT (MMO)
CPU: Phenom 830 @ 3.36ghz
GPU: 6950 w/2GB Vram
RAM: 8g
Temps: 30c at max load
I use a SATA2 SSD as my only harddrive. All other information in my sig rig.

FPS: 15 in crowded areas, 40 in sparse areas. No difference between full screen and windowed.

I've checked GPUz, CPUz, Coretemp, and other programs; while playing (even in dense areas, or with lots of action on screen) does either my CPU or GPU ever hit anywhere close to max (70% on GPU, 60% on CPU). So why am I getting such low FPS?

Any ideas would be lovely, and I thank you in advance.

Sounds like a software and/or configuration problem. Have you tried the following:

1. Uninstall/Reinstall RIFT.
2. Uninstall/Reinstall GPU drivers.
3. Update GPU drivers.

Only other game I've played on this computer that was even a little bit demanding was DiRT3; didn't notice any issues with it.

1. Internet connection is ok, can pull couple mb down, 20-30mb up. Latency is 46-64ms (usually)

2. Windowed vs Fullscreen resulted in exactly the same FPS while spinning in a populated area.

Have you tried the performance mode by chance just to see how that runs?
