If you want the best cooler and a new card get the MSI GTX570 TF3.

If you're planning to buy new, don't do it right now. Wait for Kepler to be released, then we'll see how the prices from both Nvidia and AMD adjust to that.
If you're planning to buy second hand, the best GTX 570 there is is called... GTX 480. It has the same number of CUDA cores, has more VRAM and a wider memory bus. And, it has a proper VRM design. With the GTX 570 you have to buy a non reference design to get a card with a enough VRMs to overclock safely. At stock it is just a tiny bit slower than a GTX 570, but I'm sure if you overclock the GPU by 32 Mhz and the VRAM to 3800 Mhz from 3696 Mhz, you'll end up with the same if not better performance. Combined with an Arctic Cooling Accelero Xtreme Plus, and you'll have a great card with a great cooler (runs mine at full load at 60.º - 62.º without ever leaving idle fan speed) and great overclocking potential.

yea but arctic cooling accelero Xtreme is pretty loud (3 fans) and even then the 480 is still rely hot. Accelero Xtreme is expensive too and if u dont use an aftermarket heat cooler ur 480 will melt (exaggeration)

What ? You don't know what you are talking about! The AXP is the quietest cooler I've ever used! The three fans are as quiet as it gets. In fact, I've never seen the fans ramp up from the default idle 44% fan speed. 44% is audible with the reference cooler, although not loud, but with the AXP you can't hear it, the other components in your computer will make the same noise or more as the three fans and you won't notice it. The Accelero Xtreme Plus is only expensive if you are already paying an exagerated price for a second hand GTX 480, otherwise it is worth every penny.

Right now my GTX 480 is idling at 34.º - 35 .º C and at load it goes up to 60.º - 62.º C.

Was the card overclocked ? What case was he using ? Was it really from the cooler or was it the other fans on his case, including case fans, the CPU cooler fan and eventually the RAM cooler fans or even the PSU fan ?
