New 2 TB Showing Up as 4GB?

As the title says I have a brand new Seagate Barracuda 7200 RPM 2TB HDD showing up as only 4GB. The drive shows up in device manager and in the boot priority menu in the BIOS but when I go to initialize the drive it only shows up as 4 GB and attempting to initialize it only gives me the error "This request could not be performed because of a device I/O error"

I just put this system together yesterday for a friend and everything seems to be working great except for this little bump in the road. when I boot up the system it also gives me short continious beeps which the mainboard manual states that is due to a "power error" I have looked all over and cannot find any other information on that.

Any suggestions before I contact Newegg to RMA this thing? Thanks in advance for all your help.

What does disk management say? Take a screenshot. Reseat all connections, if nothing else, it sounds like a bad drive.

I figured out the problem. When slapping the build together I did not look at the version of Window's that my friend purchased. 32 bit Window's will not recognize high density drives such as the 2 TB one. The drive is actually causing power errors with boot as I tore the build apart and tested every peripheral. When booting with the drive plugged in I still got the beeps. Without it I get no beeps other than the one short beep which is referenced as a successful boot.

I have a 64 bit version disk of win 7 that I am going to install on the build as it has nothing on it to back up so that should take care of the problem.
