yeah but a heavily overclocked 6950 and a heavily overclocked gtx470's are about the same or the 6950 pushes out ahead, but the 6950 (2gb version as who gets the 1gb anyway) still has more v-ram and scaling in CF is also better.
Also the power requirements to run 2 in SLI is insane. I have both of mine OCed to 850 core with 1.15v (limited by my second card) but the lack of V-ram is what kills it for these cards. I pull around 750-850 watts from the wall while gaming.

If anything the only upgrade worth doing would be the 7950/70, GCN architecture is actually vary good. Tessellation performance is great, and can OC like crazy. I feel that AMD gave it lower clocks on purpose, ether for yield problems or maybe just wanted to leave the high clock speeds for the 8xxx series.

I got both of my gtx470's for $350 and already had one swiftech block, bought another and poped them both on. Before the fans would run at 100% and would hit 96c, Now It can get past 60c. For Less then the price of a GTX580, i'm getting more performance then a gtx590. I get 10.8k in 3DMark 11 so really not bad for old cards.

I've done several upgrades because I have the upgrade bug that people around me have deemed stupid. I started with an AMD 965 BE and 5830, then went to a single 6950, then to dual 6950s, then to a 2600K, then to dual 7970s, mixing different flavors of a water loop in the process. I have no idea what your friend does, or how old he is, but as long as you don't feel like hes jeapordizing his relationship with friends or family by blowing money (the same way one would with a gambling or drinking problem), I would let him spend his money as stupidly as he wants. Educate him that what he is doing may be unneccessary, but look around, there is so much of what goes on here that is unneccessary, but its a hobby. My guess is he knows he doesn't need to, but he wants to because its a fun hobby playing with different technology.

Tell your friend to go big or go play consoles, it shouldn't take much of a push as he's the type to want something better. And by big I mean GTX 580 or 7970 with non reference cooling that's quiet. Plant the seeds in his mind and as soon as he can afford to buy them he'll be rocking a $1200+ CFX/SLI combo.
