6950 causes BSOD on new build?

I've recently reinstalled Windows 7 to my desktop (for various reasons) and now that I'm starting from scratch, my 6950 isn't working. Here's a few ideas I have that might explain things:

1) Since there are no GPU drivers on my computer yet, perhaps I need to install these first, THEN install my GPU.

2) My onboard graphics work fine when the GPU isn't plugged in, and when the GPU is plugged in, the onboard works, it just blue screens.

3) I have an old Xfi Xtreme Gamer sound card that's caused me trouble in the past. It worked once upon a time, but about 6 months ago I tried to add it to a previous gaming system, and upon downloading drivers for it, it crashed my computer and I ended up having to reinstall windows. It was a nightmare, and I left the soundcard sitting in a miscellaneous box ever since.

Is it possible that a sound card is interfering with a GPU? I installed the Xfi before the GPU, and it works fine now.

did u use the official ATI Drivers off the net or the one that came with the CD

The one off the CD gave me problems because my LCD was newer than the Catalyst version on the CD itself.

also check to see if it is a ram problem with Memtest86+

No I didn't have any GPU drivers installed. Usually you install the GPU, boot up, the resolutions out of whack, you download the drivers (or use the CD) and you're good to go.

I'm wondering if installing the drivers BEFORE I put the GPU in will work...or will it not since it won't detect the GPU?

Alright, I took out my soundcard, put in the GPU, and installed the drivers.

Upon restart, I had the HDMI plugged into the GPU. The monitor didn't get a signal.

I plugged the HDMI into the onboard, and all the colors/resolution were off, like nothing I've seen before.

What's going on?

Alright, I removed and uninstalled the soundcard.

I then put the GPU in, with my HDMI on my onboard.

Windows booted fine, I downloaded some AMD "auto-detect" drivers. Installed those.

Restarted. Onboard still works. But when I move the HDMI to my card, it displays nothing (ie No Signal on monitor).

I uninstalled those drivers, found some MSI specific drivers, same thing.

Weird thing is that AMD Catalyst Control Center sometimes won't open (and when it does theres almost no settings available).

This thing worked before. No reason to thing it's DOA or anything. Not sure what I'm doing wrong.

Anyone? It can't get this dang thing to work. I've installed and reinstalled drivers and nothing changes.

No. Whether or not the GPU is installed, I still boot to windows fine. It's just I can only use the motherboards onboard graphics. The GPU doesn't output any video.
