Go for the 7970. The 6990 is a great card, but its time is past. The 7970 is newer tech, runs cooler, no xfire problems etc.

As for the CPU, the OP clearly stated he does NOT want intel. Could we respect it and let him buy his AMD? OCN is almost an intel cult. I mean, if he wanted an opinion on a cpu, I'd say go intel, just like everybody else, but he does not.

Why spend your time getting a 7970 or 6990 and wasting it all on a new BD chip??? You should be looking at a Z77 board and 2500/2600K or if you are going to take a while to build it a 3770K. It's crazy to be wasting money on BD at this point.

If your not going to be using (3) monitors I suggest 7970 for several reasons.
1) Consumes a lot less power 2) a lot cooler 3) a lot quieter

6990 is an extremely powerful card and IMO I think its overkill unless you do some serious gaming on like 30" screens in eye finity set up

The 7970 when overclocked is much faster, even faster then an overclocked 6990...
