Try the suggested re-installation of drivers now.

Go into amd overdrive and increase power output to +20%, do it for the one card then select the other one from the drop down menu and put it at +20%, after that then hit the start menu, in the search bar type regedit, open that and hit edit, then click on find in the search put enableulps it should highlight enableulps hit enter then replace the 1 with a 0 pay no attention to the enableulpsna it can be whatever, then hit f3 and go to the next one and do the same keep doing this until it says finished searching the registry, then reboot your pc and try playing

Unfortunately, results are the same.

Have you run DXdiag? Is DirectX running in DirectX 10 or 11 on the first screen?

Definitley reinstall your drivers, and make sure in gpuz that your pci e lanes are running at 8x or 16x

I am having the same exact issue all games are running like they did when I had a single 6950. My specs are Phenom ll 965 @4ghz, 2 6950 flashed and oced. I can't get full usage out of my gpu's in any game. I know that both cards work. I have tested them I had one for about 6 months then just added the second. I know that my processor does bottle neck some but I have scored 3951 on 3D Mark11 hell it seems to be the ONLY program that even comes close to using all the gpu NO other game does. I have seen not one bit of improvement in game, most games run worse. I have seen a slight improvement in BF3 single player but not what is to be expected cause both gpus max at about 65 but in multi player they don't exceed 50% usage I have tried every thing that I can think of I have done a clean install of win 7 x64. All my games run just like they did with one card because the games are only using half the power available from the gpus I have tried every driver and app profile as far back as 11.9 and its all the same
