GTX460 SLI, Only one Card working load

I currently just upgraded my gig for an SLI set-up which required a new motherboard, and figured I'd go for the new bulldozer that's just come out.
However, after trying to get SLI working for the first time, I've run into a problem.
The computer recognizes both GPUs, Nvidia Control Panel recognizes the SLI bridge, and the settings are set correctly (based on what I can find online), but when I run a game or a stress test (Kombuster), only one GPU is getting any load while the other does nothing. Literally nothing... less than 5% load, and zero change in temperature.

I tried both cards separately, they both work, I tried unplugging in one of my monitors, then the other (I have two, each plugged into one gpu via hdmi).
I don't know what's going on and why SLI is not working. Can anyone help me troubleshoot?

Gig:
Mobo = MSI 990FXA-GD80
CPU = AMD FX 6100 (Currently Stock)
PSU = Corsair TX750M
GPU = Gigabyte GTX460 1GB Model x2 (Oc-ed to 850ghz Core, 2000 Memory)
RAM = G.Skill Ripjaw Series 2x4GB + 2X2GB (12GB total) @ 1600, 9-9-9-24 Timings
CPU Cooler = Corsair H-70 Liquid Cooler
Case = Rosewill Challenger
SSD = OCZ Agility 2 120GB
HDD = 2X WD Blue Caviar 500GB @ 7200RPM

Open Nvidia Control Panel, Go to SLI settings, select Maximize SLI performance.

I did, its clicked, its selected.
I assume you meant Control Panel->Configure SLI, Surround, PhysX
SLI configuration->Maximize 3D Performance?
If so yes, its selected

You're on the latest video driver, right? Try uninstalling the driver in Device Manager, restart, then do a clean installation of the previous WHQL release, 285.62 I believe.

Yea I am on the newest driver, which is 295.73

EDIT: I just re-installed it by uninstalling and installing it. No change.
When I run Kombuster, one GPU runs at 100%, and at 850ghz, but the other runs at 0% and 50ghz.
One reaches ~68 degrees while the other stays at ~48.

I just updated to the new 296.10 drivers that came out seemingly today.
When I run Kombuster, GPU 2 still does all the work. When I did force GPU1 to run physx, it did work during the physx and combined tests. Otherwise, when I put it on CPU, it did no work the entire time.

Why is GPU1 not doing any work? I thought the GPU in sli were supposed to share work be it every other frame or every other row/colum of rendering... Why is one doing all the work?

I don't think Kombuster has an SLI profile, try something else like Heaven benchmark.

Kombustor does not originally support SLI.

Here's how to make it work with SLI/CF:

(Tips) How To Enable SLI and CrossFire Support for MSI Kombustor 2.0

Try to run other benchmarks like 3dmark11, unigine heaven. I honestly think you're all set.

Ahhh ok, it works properly. Or at least, I got both cores to work at 95%+ on every part of the test.

One question tho, If I run a game in fullscreen (windowed), will that allow SLI to do its job, or does it have to be in fullscreen.
