It's a small die, GTX 460 type of card. But 7970 wasn't the kind of generational improvement nV expected as usually these shrinks net 70-100% performance increase over previous generations. But with TSMC, that would be impossible this go around for nV to release GK110(or 112.. Whichever it is)(High end kepler... 2300+ CUDA / 512bit / 4gb) monster. It would have been far worst than GF100. They have to work out the kinks.
So technically, yes GTX 680(gk104) is and will be nV's high end solution because it competes at the high end level, and their true top tier card won't be around until Q4 to Q1 13'. But on the flip side, it's mid range. Because it isn't anything near what nVidia has up their sleeves.
