When you call in, you technically will never actually speak with A true AT&T rep, you get sent to call centers owned by either teleperformance or elsewhere. The plan that you have and those circumstances allow you to have your original plan and whoever told you that you could not, was not doing their job. They were being lazy.
I was a team leader at Teleperformance and the project was AT&T, call them back and escalate. Now the first time you escalate tell the rep that you want a manager and not one of the mentors that walk the floor to pose as a manager. Escalate until you reach the highest up individual you can and state to them that your plan should have been grandfathered because you were FIGHTING for their rights as American citizens.
Generally from my experience I would of given you that plan back. The reason A rep can't(the guy at the bottom of the totem) is because these plans become unaccessable by reps but any manager can access them for you.
Call in and just stay calm but continue to demand a manager. Then when that manager is on the phone tell them everything that I stated because that is how those centers operate. Also demand that they repeat to you the Call notes from the last time you talked to them. If they are not complete, that gives them more incentive to fix your problem because it makes not only them look bad, but AT&T as well who have the ability to pull the project contract at anytime they feel needed from the company because they made enough mistakes to upset them.
I hope this helps because although I am not working there anymore I still remember how it was done and you had every single right to have your old plan back and I personally would have given it to you.
