I can't answer 1 or 3 but for #2, I'll tell you now that Ducky Shining has a default 250hz polling rate and when you multiply this to the max of 1000hz (using the onboard keys), there is absolutely no difference. Other keyboards have adjustable polling rates too and I'm sure you'll get the same answer. It's just a marketing gimmick, similar to gold plated connectors, which also do basically nothing.

Scan rate makes no difference whatsoever on keyboards.

The static weight is recommended for gaming simply because the variable weight is designed for touch typing, and some light/heavy keys may be in odd spots for gaming finger placement. If you like the weighting of the keys while gaming currently, there isn't much reason to change.
