Well, as it turns out there was nothing wrong with my TEC. My mobo is reporting the wrong temperatures. I installed the stock HSF just so I could use it while I take apart my TEC, and the BIOS reads 72C... At first I freaked out, hit the kill switch and reinstalled the HSF. After redoing it twice the temperatures still report 72C. HOWEVER while watching the temperature reading, I noticed that it jumps from 72C straight down to 42C every once in a while. I think I've got a bad temp sensor. I don't know how that's possible, however, since the diode should be in the CPU (right??). Does this happen often with X2 3800+ processors, or AMDs in general? Or is it something in the motherboard? I'm kind of disappointed now, since I took everything apart for no reason.
