I think he is referring to the power options in the NVIDIA control panel. But I found it anyway. Thanks.

My GTX 580 downclocks fine when set to "prefer max performance". 405MHz at 120Hz refresh rate. 51MHz at 60Hz refresh rate.

If you're stuck at 405Mhz @ 120hz in Windows, then change the Windows refresh rate to 110 and make sure in Nvidia panel you set it to maximum possible. This allows you to downclock to 51Mhz in Windows while getting 120hz/fps in games.

If you don't change that setting in nvidia panel, you'll be restricted to 110 in games also which you don't want of course..

I use an MSI, reference 570gtx, it will not downclock whatsoever if "Power Mode: Max Performance" is on instead of "Adaptive".

This is what it looks like the entire time on desktop, soon as I change to "Adaptive" power mode, it downclocks:

edit: I just discovered that having multiple firefox tabs open makes the card not downclock, even with adaptive mode on. WIth only one Firefox window open, it still works. With 6-8 forum tabs open in a window, card locks at 3d clocks:
