Uhm doing voltmods has nothing to do with your bios dude
And for a cooler a Zalman VF-700 would do the trick

EDIT: I wouldnt suggest you doing a voltmod. A 10% increase in performance doesnt compare to the risks you take.
If you want more power from the X700 make sure you put a good cooler on, keep an eye on the temps and slowly try to increase the memory and core speeds using AtiTool.

volt mods are REALLY not worth it when you compare risks and the slightly better performance, its really not worth it.

i got a new zalman fan for my x700 pro and i was able to overclock it prob further then a voltmod. i went from 440 core and 500 memory before the zalman fan to 465 core and 560 memory. but for gaming i have it at 445 core and 530 memory because its way more table and doesnt crash.

as juggernaut was saying its better to buy a new cooler for your card i would recommend zalman because there efficent, fast and great for overclocking.

a bios flash is safer and easier than a volt mod. just do the atitool overclock route mentioned above
