Gaming build for $1000 CAD

My friend is looking to build a rig for no more than 1000-1100 CAD that can run WoW on ultra, BF3 on high - ultra, Diablo 3 highest settings for all around 40-60fps. He has a keyboard mouse and nothing else. I would love to give him advice but I've been out of the building seen for about over a year now. Any suggestions would be greatly valued! Thanks!
