your using to much voltage everywhere, i have the same board and cpu you have so i will try to find some settings that work with the hardware you have
but please set your chipset and ram voltage back to normal before you break somthing

you dont need that much chipset voltage till your up araound 430mhz fsb
and there is only one kind of ram that can run 3volts daily your ram is not it

I didnt see that, holy cow those voltages are high.

My DDR 500 Kit only needed 2.8v, from what I remember 3.0v was only needed for DDR 600+ range on specialized ram.

Also, see that all DDR timings are on auto, which is never good for overclocking old DDR 1 based setups.

thanks for the reply and i will set the timings to what they need to be but as i stated i have tried cranking up cpu voltage and tried the ram voltage, also just saying i have control over the max frequency of the ram so im not limited by the ram... i set the max frequency to 133

These old Athlon64's overclock pretty well, I just pushed mine from 2400mhz up to 2640mhz @ 220mhz FSB + 880mhz HT on stock volts perfectly stable. Mines a Athlon 64 3800+ Venice socket 939. What it really boils down to when it comes to overclocking machines this old is the quality of your memory. If your memory cant handle the speed your entire machine wont boot, bsod, lock up etc. I honestly dont see you getting 3000mhz on that thing as its multiplier is locked to x9. Even if you cranked your FSB all the way up to 250mhz you still would be sitting at 2250mhz. Even if you were to get the FSB up to 300mhz you would be only hitting 2700mhz so without unlocking it some how its just not possible to get 3000mhz on a lower model like that. On mine my multiplyer is locked at x12 so a 250mhz FSB bump would give me that 3000mhz but I have a OEM motherboard and cant access my volts only FSB through software.

once again and i can say this all day i just need to know how to get it higher and also I HAVE THE OPTION TO LIMIT THE SPEED OF THE RAM!!!!!!! PEOPLE KEEP TELLING ME THAT IT IS THE RAM THAT IS LIMITING, IT IS NOT BECAUSE MY MOTHERBOARD CAN PUT A LIMIT ON THE RAM!!!!!! AND I HAVE SET IT TOO AND IN CPU Z IT SAYS IT IS RUNNING AT 102 MHZ AND THE RAM CAN GO TO 200 MHZ

Sometimes motherboards have what I call holes in the fsb/bclk. My old foxconn destroyer had it from 265-290, and my new 990fx has it from 251-268. Computer will just give an overclock fail no matter what the settings are. I don't remember if you had the multiplier in the bios, but try lowering that, and raising the fsb above 220, say like 225 or 230 and see if it boots.

i do have the multiplier in the bios and i have tried lowering and no such luck, the multiplier is unlocked downwards but is locked upwards so its stuck at a max of 9

If the same behavior is present with manually setting the timings to CL 2.5 3 3 8 (usual ddr 400 timings) it may be a bad cap on the motherboard. Check for any bulged tops on capacitors around the cpu and northbridge.

That seems to be a fairly common problem on older boards.

I may be able to find something in the manual for your board, but there are probably settings that are not documented due to bios updates etc.

Have you tried changing "CPU VID Startup control" to 1.6v and setting "CPU VID control" to 1.6v? Not having enough volts to get past bootstrap would cause a no-boot condition.
