I asked the seller and he said it was distilled water in the loop. I used a blow dryer on High with no heat for 15 minutes, no more liquid appeared.

Water could of gotten between the card and block, it could of get the the thermal paste. It's best to take it off to make sure everything is good before you continue. Be sure to apply new TIM while you're doing it.

If I take off the block do I need to replace all the stuff on the other areas of the card or will that be ok. I understand the TIM will be on both of the GPUs.

Take off the block and wipe everything down. If water is still stuck somewhere it can kill the card. If the thermal pads are wet, they may need to be replaced.

I actually go with a different answer, which may seem a little odd, but go with me here. Wash the card. Pull the block off, rinse the card carefully in distilled water, dry it off with a few paper towels, and then sit it in a container full of uncooked rice for 24 hours. Any residue from the old coolant will be removed, and the rice will suck the moisture away. When it is fully dry, clean off any remaining TIM and remount the block. Distilled is safe for unpowered electronics, which is why we use it. However, coolant that has been running round a loop for a while won't be pure for long. You just want to clean off any residue that may have deposited itself on important circuits, which could, in time, lead to nasty things happening.

I removed the block today and there was no water or dampness anywhere, removed the old TIM and applied some Noctua NH-1 to the gpu's, hopefully everything is good to go now. Thanks for all of the advice.
