Resuming from standby Athlon x2 2.5ghz is throttled down to 2.0ghz

On windows 7 x64, when I put my computer into standby mode (S3) when it wakes from standby my CPU is throttled down to 2.0ghz from the stock value of 2.5ghz.(The multiplyer is dropped to 10x from 12.5x)

Why is this happening? In the BIOS I have "Cool en Quiet" disabled.

CPU:AMD Athlon 64 X2 4800+ Brisbane

No, when I restart it goes back to 2.5ghz

It's with your power setting options within windows. If this happens only when you put your computer on standby then it is possible that your computer goes into power saving mode. This happens even if you have cool and quiet disabled. It is a feature within windows.

In the control panel have a look at the power options and power saving feature which might be getting enabled when you are putting the computer on standby. It's called power saver which saves energy by reducing your computers performance whenever possible and therefore, the processor down clocking.
