Anyway, that is pretty sad to hear if the sellers are actually being dishonest and still pocketing the money.
I would be careful in where we tread. I doubt they are outright practising fraud (advertising something, getting money, then not doing it). I just think what they are offering is not worth what they are charging for it - that is, it's just a way of offering a zero-sum benefit to a group of people by shifting the value of the product around, and profiting from it. Shady, but not dishonest.
Moreover, I believe the check happens at the factory, before the monitors are packaged.
